Title I, Part A School Parent and Family Engagement Policy

Bennett Kew, with parents and family members, has jointly developed, mutually agreed upon, and distributed to, parents and family members of participating children in Title I, Part A programs the following requirements as outlined in ESSA sections 1116(b) and (c).

Describe how parents and family members of participating children in Title I, Part A programs are involved in jointly developing, distributing to, a written school parent and family engagement policy, agreed upon by such parents for carrying out the requirements in ESSA Section 1116(c) through (f) (ESSA Section 1116[b][1]):

  • Parent-School Compact

Describe how parents and family members of participating children in Title I, Part A programs, may amend a parent and family engagement school policy that applies to all parents and family members, if necessary, to meet the requirements (ESSA Section 1116[b][2]):

  • Parents may be part of the SSC, ELAC , any parent group to provide suggestions and /or vote to amend the policy as it applies to the Policy or compact. 

Describe how the Local Educational Agency (LEA) involved has a school district-level parent and family engagement policy that applies to all parents and family members in all schools served by the LEA, and how the LEA may amend that policy, if necessary to meet the requirements (ESSA Section 1116[b][3]):

  • Parents participate in district level and school site meetings.  LEA is involved in school site meetings through invitations or through visitations.

Describe how parents and family members of children participating in Title I, Part A programs can, if they find that the plan under ESSA Section 1112 is not satisfactory to the parents and family members, and the LEA shall submit the parent comments with the plan when the LEA submits the plan to the State (ESSA Section 1116[b][4]):

  • Parents participate in meetings and can bring forward concerns or can put complaints in writing at the district office or at school site’s office. 

Describe how the school served by Title I, Part A funds holds an annual meeting, at a convenient time, to which all parents and family members of participating children shall be invited and encouraged to attend, to inform parents of their school’s participation under Title I, Part A and to explain the requirements and the rights of the parents to be involved (ESSA Section 1116[c][1]):

  • Back to School Night, PTA, and Coffee with the Principal meetings are held during the school day and in the evenings.  Parents are encouraged to attend meetings during the morning, afternoon or evening.  

Describe the steps that the school takes to offer a flexible number of meetings, such as meetings in the morning, afternoon, evening or other ways and may provide, with funds provided under Title I, Part A, for transportation, child care, or home visits, as such services relate to parental involvement (ESSA Section 1116[c][2]):

  • The newly developed Parent Center is a hub to provide information for parents. Training is also provided to parents in-person or through zoom.  Child Care services are provided through Title I funds for all meetings.  

Describe how parents and family members of participating children are involved, and in an organized, ongoing, and timely way, in the planning, review, and improvement of programs under Title I, Part A, including the planning, review, and improvement of the school parent and family engagement policy and the joint development of schoolwide program plan under ESSA Section 1114(b), except that if a school has in place a process for involving parents in the joint planning and design of the school’s programs, the school may use that process, if such process includes an adequate representation of parents of participating children (ESSA Section 1116[c][3]):

  • A Parent Liaison personnel on site provides training and meetings at various times of the year. A Parent Center is open to parents for support and resources in the district and on site.  The planning and review of the School’s funds, plans and improvements of the  school safety plans are accessible to parents and the community. Communication through emails, flyers, in person communications, zoom or telephone calls are immediately available and used throughout the year. School Site Council is an active group that approves plans by a 2/3   vote. 

Describe how the school is providing parents and family members of participating children of Title I, Part A programs: timely information about programs under Title I, Part A; a description and explanation of the curriculum in use at the school, the forms of academic assessment used to measure student progress, and the achievement levels of the challenging State academic standards; and if requested by parents, opportunities for regular meetings to formulate suggestions and to participate, as appropriate, in decisions relating to the education of their children, and respond to any such suggestions as soon as practicably possible (ESSA sections 1116[c][4][A-C]: 

District wide Diagnostic Assessments, school’s formative assessment tools are used on a regular basis.  Progress reports and Report Cards are provided to parents through mailings and through the regularly accessible AERIES connection.  Teachers regularly communicate with parents regarding attendance, academic progress and general wellness communications.  Parent Conference Day is scheduled around October to communicate specific areas  of strengths and improvement areas.  Awards Assemblies are scheduled through trimester report cards.  Parents receive student awards through mail or through direct delivery by the student.  Open communication by administration through scheduled appointments or open door policy is used on campus.  

Describe how the schoolwide program plan, ESSA Section 1114(b), is not satisfactory to the parents of participating children in Title I, Part A programs, submitting any parent comments on the plan when the school makes the plan available to the LEA (ESSA Section 1116[c][5]):

  • Parents are welcomed and highly encouraged to attend meetings.  A variety of personnel on site can help with the communication through Williams Complaint form, meetings, scheduled parent group meetings, or through SSC meetings. 

Bennett Kew’s Title I, Part A School Parent and Family Engagement Policy was developed jointly and agreed on with parents and family members of children participating in Title I, Part A programs on Jan. 30, 2022. The School will distribute the policy to all parents and family members of participating Title I, Part A students annually on/or before Jan. 30, 2022.

Involvement of Parents in the Title I Program

To involve parents in the Title I program at Bennett Kew Elementary, the following practices have been established:

The school convenes an annual meeting to inform parents of Title I students about Title I requirements and about the right of parents to be involved in the Title I program.

  • To inform parents of their schools participation in the Title I program
  • To explain the requirements of Title I
  • To explain the right of parents to be involved

The school provides parents of Title I students with timely information about Title I programs. The school provides parents of Title I students with an explanation of the curriculum used at the school, the assessments used to measure student progress, and the proficiency levels students are expected to meet.

If requested by parents of Title I students, the school provides opportunities for regular meetings that allow the parents to participate in decisions relating to the education of their children.The school involves parents of Title I students in an organized, ongoing, and timely way, in the planning, review in Single Plan for Student Achievement, and improvement of the school’s Title I programs and the Title I parental involvement policy.**

There are a number of meetings scheduled throughout the year in which parents are invited and encouraged to attend.  Meetings are held at various times (before, during, or after school) to explain all programs and policies:

  • School Wide Title I Program
  • English Language Learner Advisory (ELAC) and School Advisory Council (SAC)
    • EL Program and Title III Tutorials: CELDT Scores, EL Proficiency Levels, EL Programs, and Reclassifications
    • School Site Council (SSC)
    • Back to School Informational Meeting
    • STAR Testing Informational Meeting/ CST Scores, API, and AYP

**The policy must be updated periodically to meet changing needs of parents and the school. If the school has a process in place for involving parents in planning and designing the school’s programs, the school may use that process if it includes adequate representation of parents of Title I children. [20 USC 6318 Section 1118(c)(3)]

School-Parent Compact

Bennett Kew Elementary distributes to parents of Title I students a school-parent compact. The compact, which has been jointly developed with parents, outlines how parents, the entire school staff, and students will share the responsibility for improved student academic achievement. It describes specific ways the school and families will partner to help children achieve the State’s high academic standards. It addresses the following legally required items, as well as other items suggested by parents of Title I students.

The school’s responsibility to provide high-quality curriculum and instruction

The ways parents will be responsible for supporting their children’s learning

The importance of ongoing communication between parents and teachers through, at a minimum, annual parent-teacher conferences; frequent reports on student progress; access to staff; opportunities for parents to volunteer and participate in their child’s class; and opportunities to observe classroom activities

Building Capacity for Involvement

Bennett Kew Elementary engages Title I parents in meaningful interactions with the school. It supports a partnership among staff, parents, and the community to improve student academic achievement. To help reach these goals, the school has established the following practices.

The school provides Title I parents with assistance in understanding the State’s academic content standards, assessments, and how to monitor and improve the achievement of their children.

Parent Resource Center

Bennett Kew currently has a Parent Resource Center room 13 open to parents and the community. Computers with internet service are available to parents from 8:00-2:30 every school day.

The school provides Title I parents with materials and training to help them work with their children to improve their children’s achievement.

With the assistance of Title I parents, the school educates staff members about the value of parent contributions, and in how to work with parents as equal partners.

The school coordinates and integrates the Title I parental involvement program with other programs, and conducts other activities, such as parent resource centers, to encourage and support parents in more fully participating in the education of their children.

The school distributes Information related to school and parent programs, meetings, and other activities to Title I parents in a format and language that the parents understand.

All documents are translated in English and Spanish

Parent involvement is encouraged through the following activities:

  • Assist teachers in classrooms
  • Help on the playground
  • Chaperone field trips
  • Readers on Community Read-Aloud Day
  • Volunteer for School Beautification Day
  • Reinforce class lessons with practice at home
  • Attend Parent –teacher conference
 

The school provides support for parental involvement activities requested by Title I parents.
Parents will be given the opportunity to be full partners in the decisions that affect the school by participating in:

  • SSC:  School Site Council
  • ELAC:  English Language Advisory Council
  • SAC:  School Advisory Council
  • DAC:  District Advisory Council
  • DELAC:  District English Language Advisory Council
  • PTA: Parent Teacher Association

Accessibility

Bennett Kew Elementary provides opportunities for the participation of all Title I parents, including parents with limited English proficiency, parents with disabilities, and parents of migratory students. Information and school reports are provided in a format and language that parents understand.

Adoption

Bennett Kew Elementary School’s Parental Involvement Policy has been developed jointly with, and agreed on with, parents of children participating in Title I as evidence by the contents in this policy.

This policy was adopted by Bennett Kew Elementary  School’s School Site Council on November 8, 2012 and will be in effect for the period of 2012-2013 school year.  Bennett Kew Elementary School will distribute this policy to all parents of participating Title I children on or before December 16, 2012.Bennett Kew Elementary School’s notification to parents of this policy will be in an understandable and uniform format in which parents can understand its contents and implementation purpose.  A copy will be provided to all parents in a language easily understood by parents.

Título I a nivel escolar Política de participación de los padres

Bennett Kew Elementary ha desarrollado un título escrito que la política de participación de los padres con la participación de padres del Título I. El propósito de las reuniones de padres han de proporcionar a los padres con información relevante y actualizada sobre el rendimiento estudiantil, actividades escolares y las políticas del distrito. Los padres participan en una manera organizada, continua y oportuna a los programas del plan, revisar y mejorar, como la Política de Participación de los Padres, Hogar-Escuela y el Plan Escolar. Bennett Kew ha repartido la política a los padres de estudiantes del Título I. La política se distribuye con manual de padres y paquetes de inscripción. Escuela y los padres

Bennett Kew Elementary distribuye a los padres de estudiantes del Título I un convenio entre la escuela y los padres. Bennett Kew Elementary participa Título I padres en las interacciones significativas con la escuela. Para ayudar a alcanzar estos objetivos, la escuela ha establecido las siguientes prácticas.

Centro de Recursos para Padres

Bennett Kew actualmente tiene una sala del Centro de Recursos para Padres 13 abierta a los padres y la comunidad. Las computadoras con servicio de Internet están disponibles para los padres de 8:00-2:30 todos los días escolares.
La escuela ofrece a los padres del Título I, con materiales y capacitación para ayudar a trabajar con sus hijos para mejorar el rendimiento de sus hijos.

Política de Participación de los Padres Bennett Kew Elementary School ha sido desarrollado conjuntamente con, y en acuerdo con los padres de los niños que participan en el Título I como prueba por el contenido de esta política.
Esta política fue adoptada por el Consejo Bennett Kew Elementary School escolar el 8 de noviembre de 2012 y estará en vigor durante el período del año escolar 2012-2013.
